After the most 24 hour rain ever recorded, flooding & mane hair, the reservoirs were still manely empty.  The mane one rose 6".  The local ones rose 3ft.  The mane reservoir is in a drier part of the Sierras.  They would easily fill up if the rain continued all winter, which the lion kingdom & the CPC say is unlikely.  



The story in Marin was a similar blip in reservoir levels despite Mt Tam getting 2ft of rain & San Rafael being under water.  The paved areas just don't absorb water while the watersheds absorb it all.  It's essential for these guys to be able to transfer water from areas with excess even though there won't be any financial relief for consumers.
